CONTEXTO

A Guiné-Bissau tem a honra de participar na Expo2023 Qatar, uma plataforma global que reúne nações de todo o mundo para partilhar ideias, mostrar inovação e promover a colaboração. A nossa participação é pautada pelo nosso compromisso com a Sustentabilidade, subtema escolhido no âmbito do conceito de Desenvolvimento Urbano de Base Comunitária. Por isso a equipa TASK FORCE está empenhada na consolidação e desenvolvimento de projetos nacionais concretos e viáveis para apresentação nos eventos de mobilização de fundos e parceiros na EXPO.

OBJETIVO:

O objetivo deste TDR é contratar um Consultor para apoiar a equipa TASK FORCE na consolidação e desenvolvimento de projetos nacionais concretos e viáveis para apresentação nos eventos de mobilização de fundos e parceiros na EXPO. TAREFAS: As responsabilidades específicas do consultor assistente incluem: • Recolha e compilação de dados de projetos (Data assessment) o Leitura de documentos e extração de dados relevantes o Identificação de projetos potenciais o Classificação dos projetos por tema, localização e viabilidade • Organização de encontros de discussão sobre projetos com partes interessadas o Agendamento e coordenação dos encontros o Preparação de materiais para os encontros o Facilitação dos encontros • Coordenação com a equipa de comunicação o Apoio no design das fichas de projetos o Apoio na produção de apresentações o Apoio na produção de vídeos de ilustração de projetos o Apoio na produção de outros instrumentos de comunicação sobre os projetos • Acompanhamento da Task nas viagens de estudos e identificação de localidades e espaço para implementação dos projetos nas regiões o Apoio na pesquisa de localidades e espaço para implementação dos projetos o Acompanhamento da equipa nas viagens de estudos

Perfil:

  • O Consultor Assistente deverá ter o seguinte perfil: Formação superior em áreas relevantes para o desenvolvimento de projetos (por exemplo, gestão, economia, engenharia, arquitetura, etc.)
  • Experiência comprovada em elaboração, avaliação e gestão de projetos de desenvolvimento
  • Conhecimento do contexto e dos desafios da Guiné-Bissau em matéria de sustentabilidade e desenvolvimento urbano de base comunitária
  • Capacidade de comunicação oral e escrita em Português e Inglês (outras línguas serão valorizadas)
  • Capacidade de trabalho em equipa, iniciativa, criatividade e proatividade
  • Disponibilidade para viajar pelo país e para o Qatar

Duração do contrato:

O contrato terá a duração de 2 meses, em regime de tempo integral, com início previsto para o dia 15 de novembro de 2023 e término previsto para o dia 15 de janeiro de 2024.

Remuneração:

A remuneração será acordada com o candidato selecionado.

Supports implementation of ICT management systems and strategies, focusing on achievement of the following results: Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment. Support to the use of Atlas (UNDP’s implementation of ERP) functionality for improved business results and improved client services. Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs). Provision of inputs to preparation of results-oriented workplans. 2. Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results: Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs. Assistance in the installation of commercial and in-house developed software and related upgrades Assistance in upgrading patch and anti-virus programs on a timely basis. Monitoring of file server traffic, usage and performance on a frequent and regular basis. Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention. 3. Supports networks administration, focusing on achievement of the following results: Assistance in trouble-shooting and monitoring of network problems. Response to user needs and questions regarding network access. Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups. 4. Provides administrative support, focusing on achievement of the following results:  Maintenance of an up-to-date inventory of software and hardware.  Maintenance of a library of ICT related reference materials.  Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.  Maintenance of the filing system ensuring safekeeping of confidential materials.  Extraction of data from various sources.  Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required.  Provision of ICT support to key events. 5.   1. Scope of Work
The incumebt will undertake the following key tasks:
  • Purchase / Receptionof Pharmaceutical and Health Products.
  • Storage and Distribution.
 
  • Technical assistance on data collection, quality Assurance, inventory and stock management.
  • Data collection and compilation.
   
  1. Purchase/Receptionof Pharmaceutical and Health Products:
    • Ensure the registration of all pharmaceuticals and health products procured under the grant is registered in the supply chain data-base.
    • Ensure that the Price QualityReport PQR is updated for each arrivalof products; Ensurethat technical issues are reported to the Global Fund in due time.
    • Ensure all the Receipt notes are signed by all parties and store them in the data base, including reception reports.
    • Developpe and monitor key indicators for the central medical warehouse ( CECOME) for the reception of health commodities.
    • Actively participate in all the quantification meetingsand participate during the elaboration of the quantification and distribution plans.
  2. Storage and Distribution:
    • Assist in the evaluation of CECOME's performance in terms of responsiveness, compliance with procedures by developing key indicators for all the processes at CECOME, monitor them and create reports.
    • Coordinate with the supply chain monitors SCMs and CECOME personnel to ensure compliance with good storage and distribution practices for all pharmaceuticals and health products in the warehouse.
    • Assist CECOME in the execution of all ordersto avoid disruptions in inventory management.
    • Participate duringthe preparation and implementation of semestral Inventory at Central CECOME.
    • Analysis the monthlystock reports issuefrom MACS and compare with all the distributions plans and entries to ensure accuracy; notify CECOME in case of any discrepancy.
    • Coordinate with CECOME and SCMs to ensure that good receipts notes are duly signed by all the Health Facilities, ensure all of them are stored in supply chain data base.
    • Support CECOME with MACS when needed.
    • Prepare the supervisions plans to the regional CECOME and Health Facilities and consolidate all the reports from SCMs and share with all the partners.
    • Prepare the plan for the participation of the SCMs in the regional monthlymeetings and consolidate all the reports; follow up on the recommendations with each one the SCMs.
  3. Data collection and compilation:
    • Through the logisticmanagement unit ( UGL) at CECOME, coordinate the stock data collection in all health facilities; prepare the visitsplans; analysis the data receivedor collected and consolidate them in a central data base in the absence of a electronic logistic management system.
    • Participate in the implementation of the LMIS through the GAS committee and all other national partners.
    • Actively participate in all coordination meetings related to supply chainissues.
    • Analyse the consumption data versus patients data, share reports and recommendation with concerned health facilities and all the partnersin case of discrepancy; elaborate and followup on recommendations based on the analysis.
    • In collaboration with PNLP ( National Malaria Program) and UNDP M&E team, contribute on the elaboration of the annual Malaria Microplan.
    • Participate on the preparation of the annualstock management training.
    • Prepare the distribution plan of the logistics management tools to all health facilities.
